GPS locations of public lamps

I found a lighting inventory of the London Borough of Barnet (https://data.gov.uk/dataset/26991a85-284a-4b2e-8d84-3d1757baad79/street-lighting-inventory), but unfortunately the data does not provide coordinates (GPS locations).
Using satellite data, we have recently observed that outdoor light emissions are growing worldwide. We are interested in better understanding what is driving the change in light emissions, in particular what the relative contribution from public and private lighting is and what effect lighting replacement (e.g. with LED) has.
In order to understand how the city night light environment is changing we are looking for partner cities that have installed LED lighting, lighting controls or are regularly dimming their streetlights since 2012. The important thing is that we know the total amount of installed lighting, the data we are interested in:
GPS locations of public lamps (Geodata) with information about:
* lamp type
* date of replacement (if replacement, e.g. with LED)
* light color (Kelvin)
* energy consumption per lamp
* light output per lamp
* lighting fixture/fitting type
