Apply for or renew a business parking permit

If your business premises are in a Controlled Parking Zone you can apply for a permit to allow you to park in a permit holder or business permit holder space during controlled hours.

Check parking signs on street for information on the parking zone and its hours of operation.

Your business can buy a maximum of 3 business parking permits.  This can include a combination of specific vehicle business permits and 'any vehicle' business permits.

You will need to supply proof of vehicle ownership and a letter on a sheet of business headed paper explaining the nature of your business.

Types of permit

There are two types of business permit available.

Specific Vehicle Business Permit

Business permits are available as a vehicle specific, virtual permit which means you do not need to display anything in your vehicle.  Your permit is electronic and is associated with your vehicle registration number.  Patrolling Civil Enforcement Officers will be able to view your permit on their handheld computers.  Permits are available as an annual (12 month) duration or one month.  

Any Vehicle Business Permit

If you require a permit which can be used in more than 1 vehicle, you can apply for an 'any vehicle' business permit which is issued as a paper permit. You can transfer the paper permit between vehicles but must display it in the windscreen of your vehicle when parking in permit holder spaces. Allow up to 5 working days for the printed permits to be issued and posted out to you.  Any vehicle business permits are available for an annual (12 month) duration.

Discounts for Charities

Charities who can provide evidence they receive charitable business rates relief (sometimes referred to as 'discretionary relief') are eligible for a 50% discount on business permits. 

To apply, select Business Permit from the available categories when making your application, then enter your address to allocate the correct parking zone.   

Then choose the Charity Permit type from the options on the right hand side of the screen - either specific vehicle permit or any vehicle permit.

You will be asked to upload a copy of your business rates statement during the application process.

Renew a business permit

You must renew your business permit either before, or on the date the existing permit expires.

You may need to submit proof documentation during the renewal process.  Acceptable documents are listed above.

Proof Documents

To apply for a business permit you will need to provide evidence documents.  These can be uploaded as scanned documents or photographs during the online application process.  Documents required are as follows:

Document one:
Proof of work place address: A letter on a sheet of business headed paper briefly detailing the nature of your business

Document two:
Private Vehicle: Registration documentation/official bill of sale/insurance schedule (this must show the name of the person applying for the permit and the registration number of the vehicle).


Company Car: An official letter from the Company Secretary/Car Pool Manager

Charities will need to upload a copy of business rates statement which shows receipt of charitable business rates relief in order to apply for business permits at a 50% discount.

Costs and refunds

Permit prices are based on vehicle emissions.  Permits are valid for a year.

If the vehicle is a diesel car, you will be charged £10 per car on top of the relevant price band.

A business permit (any registration) costs £1272.  Permits are valid for one year.

Permit refunds

If you no longer need your virtual business permit, you can cancel your permit and get a refund for any unused months.

For a paper based, any vehicle business permit, your refund is calculated based on the number of unused months from the date that your printed permit is received by the Council.

Changing permit details

If you have a new vehicle

If you have changed your vehicle, you can update the vehicle details on an existing business permit within your online account

Change permit details

You can update your personal details, such as your email address, contact number or name, within your online account

You can also update your vehicle details within your account.  You may need to provide proof of vehicle in order to change your vehicle, and may be due a partial refund or need to make an additional payment if your new vehicle is in a different emissions band to your previous vehicle. You will only be able to change your vehicle up to 4 times per year. 

Lost or stolen permits

If your 'any vehicle' business permit has been lost report this to us as soon as you can.  We will cancel the permit and arrange a replacement.

If your 'any vehicle' business permit has been stolen we will need a crime reference number to issue a replacement permit.

Terms and conditions

  1. The permit only allows you to park in a "Business Permit Holders Only" or "Permit Holders Only" parking place during the controlled hours, within the (CPZ) with the same zone identified letter (s) associated with the permit and shown on the time plate.
  2. The permit does not allow you to park in a "Resident Permit Holders Only" parking place, paid for parking bays, yellow lines or any other parking restriction.
  3. The permit may only be used in a shared use parking place where the signs indicate the zone identifier wording in condition 1.
  4. The issue of a business permit does not guarantee the availability of a parking space nor does it render the council subject to any liability in respect of loss or damage to the vehicle in a parking place or the contents or fittings of the vehicle.
  5. Business permits are issued as a virtual, electronic permit which are valid for a specific vehicle. 
  6. It is the responsibility of the permit holder to ensure that they supply the correct vehicle registration mark when applying for their permit.
  7. Any vehicle business permits are issued as a printed, paper permit which may be transferred between vehicles.
  8. Where issued as a paper permit, the permit must be displayed on the front windscreen of the vehicle so that the details are clearly visible from outside the vehicle.
  9. Parking places may be suspended by any person duly authorised by the council or police. A business permit is not valid in a parking place where signs indicate it is suspended.
  10. It is prohibited to use a vehicle in a parking place in connection with the sale or offering or exposing for sale of goods.
  11. The maximum number of business permits which shall be issued to a business address within a street or part of a street at any one time shall be three.
  12. If a any vehicle business permit is lost or destroyed the council may replace the permit once an administration charge has been paid. The replacement permit will display the same expiry date as the previous permit.
  13. If a any vehicle business permit is no longer required, the Council may arrange a refund for the remaining number of full calendar months once the original permit is returned to our office. The refund will be calculated from the date the permit is received and will be for any full unused months. It is recommended that you send the original permit by recorded delivery post as without the permit we cannot arrange a refund.
  14. If a vehicle specific Business permit is no longer required, and the permit holder cancels the permit within their permit account, a refund for the remaining number of full calendar months will be processed.
  15. Refunds will be processed according to the original payment method.
  16. The council may revoke a permit if it is believed that the permit is being misused. Where a vehicle has three or more outstanding penalty charge notices issued that have progressed to 'charge certificate' stage (by this stage there is no longer a right of appeal) then a new or renewed permit will not be issued for that vehicle until the outstanding       penalty has been paid or the matter otherwise resolved.
  17. Failure to comply with these conditions may result in a Penalty Charge Notice (PCN) being issued to your vehicle.
  18. A goods vehicle with an overall height greater than 2.3 metres may not make use of a parking place during controlled hours.
