Civil Enforcement Officer policies

Barnet Council is an employer of many CEOs who have the power to issue PCNs to people suspected of being in contravention of some parking restrictions. Please could you clarify:1) are there any policies which could directly or indirectly encourage the issue of PCNs? A commission system where CEOs get a share of fines would be an extreme example, but I am also interested in policies such as performance reviews which consider the number of PCNs issued.2) are there any policies which could directly or indirectly discourage CEOs from the issue of PCNs which seem unreasonable? For example, for issuing a PCN for parking on a yellow line when the yellow line is obscured or eroded. The type of policy I have in mind is performance reviews which consider the number of PCNs issued by the CEO which were then successfully appealed.3) If a PCN is successfully informally appealed / formally challenged / struck down in court etc, and the reason is one which applies to other PCNs too, whether past, present or future. What policies are in place for dealing with this? For example, are past PCNs refunded? Are current PCNs cancelled automatically? Are instructions given to CEOs to not issue such PCNs going forwards, or a flag set on the computer system to mark them for automatic cancellation? To use the previous example, if an appeal found that a yellow line was eroded, would other PCNs at the same location for the same reason be automatically cancelled, etc.
